Police Computer Centre is entrusted with all computerisation activities of the Police department. It is directly under the supervision of Addl Director General of Police, State Crime Records Bureau. The unit is headed by Superintendent of Police, Police Computer Centre. Even though it was one of the oldest computer centre, the drastic change in computerization in the department happened during the mid-90s with the new technology interventions.

The functions of Police Computer Centre based on the works it had carried out can be enumerated as follows:

  • To undertake expansion of process of computerization to different areas of Police Work
  • Maintain and set out modernization requirements for the existing infrastructure at Police Computer Centre, DCRBx and other units. • Identify training requirements and impart computer training
  • Study new technologies in ICT for adopting it in Police Computerisation Scheme
  • To liaise with NCRB, MHA, Govt of India and other State counter-parts in implementing systems developed commonly for all states as part of standardization of police work (CCTNS/CIPA, CCIS, MVCS, DCR, Talash )
  • To provide technical supervision in day-to-day function of Police Computer Centre, DCRBx etc.

History

Police computer centre is one of the oldest computer centres in Kerala. It was set up in the year 1972 with second generation computers available at that time. The old computer TDC systems established at that time was later handed over to the Science and Technology Museum as a precious old device. It started functioning as an independent unit under the direct supervision of Police Headquarters till 1989. SCRB was formed vide Govt. Order (MS)/69/89/HOME dated 8th May 1989 by bringing the units such as Police Computer Centre, Crime Intelligence Bureau & Statistical wing from CBCID, Finger print Bureau , Photographic Bureau and Police Press.

System and Projects

Crime & Criminal Tracking Network and Systems (CCTNS) aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adopting of principle of e-Governance and creation of a nationwide networked infrastructure. The benefits of this project are citizens’ interface for complaint registration and status enquiry, automation of crime work, sharing of information with other departments, intelligence gathering and dissemination, reducing repetitive work of police and real-time online access nationwide to crime data.
Official website of Kerala Police gives overall information about the State Police. It contains GOs, PHQ Circulars, executive directives, press releases, latest news and events, alerts, announcements, look out notices, tenders, seniority lists, information as per RTI act, contact information, crime and road accident statistics, criminal intelligence gazette etc. Online complaint facility viz, Citizen’s Watch and Senior citizen grievance are incorporated in the website. This website is being updated by including all the innovative projects and events such as Janamythri Suraksha Project, Student Police Cadet Project, Virtual Queue System etc.
To regulate and streamline the devotees at Sabarimala, the Police Computer Centre had designed and developed software titled “Sabarimala Virtual Q-System” as per the directions of Sri. P Chandrashekharan IPS, then Sabarimala Chief Police Coordinator. The Portal enabled the pilgrims to reserve their place in the Queue for the Sabarimala pilgrimage at a specified hour on any day when the shrine is open on a “First Come, First Serve” basis. The pilgrims could select the date and time of joining the queue, by accessing the Web Portal and they were provided accommodation in the Queue subject to availability. This project bags chief ministers award for best innovative project under citizen services.
Kerala Police @ Sabarimala is an information portal about Sabarimala hosted by Kerala Police in 4 languages for helping pilgrims. The portal gives current information about queue status, parking availability and weather condition. Information about missing pilgrims & properties, press releases, maps, pooja timings, facilities available for travel and accommodation were also available. Pilgrims can query the details about queue, parking and weather through SMS. Facility to request for Police assistance through SMS was also incorporated in the portal.

Security Alert System is an information system consisting details of persons involved in major crime cases in Kerala. This system is developed for verifying the antecedents/criminal background of a person for Police Department and security purposes. The crime details and accused details are captured and updated at the investigation officer level and approved the data by higher authorities. The photograph, address details and other important details which are helpful to identify the accused or arrested person are entered in the application. These details can be accessed and searched over internet by any police officer having designated username and password. All Police stations and higher officer were given username and password for accessing the application.
RSMS is a web enabled, platform independent, GIS supported, accident database management solution with a powerful data analysis engine. Both recording and analysis of accident data can be facilitated by the use of RSMS. Standardized reports generated through this application are useful in providing statistics for traffic researchers and specialists. Integration with GPS devices supplied to Station vehicles/ Highway Patrol vehicles is being planned to GIS enable the data of RSMS to make it more comprehensive. The Data Entry of Road Accident cases in RSMS are done by the concerned Police Station itself.

  • Got commendation letter from the State Police Chief for the development and implementation of virtual Q system.
  • Got appreciation letter from Travancore Devaswom Board for the innovative works related Virtual Q System.
  • Sabarimala Virtual Q system of Police Computer Centre bags special award of the Honb’le Chief Minister of Kerala for the best innovative award for public service delivery and Rupees Four Lakhs for year 2011-12.
  • Won the gold medal by Shri. Dili, Civil Police Officer working in Police Computer Center in the All India Police Duty Meet 2012 in computer awareness completion.
  • Won the gold medal by Shri. Pramoth, Civil Police Officer working in Police Computer Center in All India Police Duty Meet 2007 in CCIS/SQL competition
  • Won the silver medal by Shri. Mukesh MR, Civil Police Officer working in Police Computer Center in All India Police Duty Meet 2010 in computer awareness competition.
  • Got special comments from Ministry of Home Affairs / National Crime Records Bureau for the best performance of works related to implementation of Crime & Criminal Tracking Network and Systems (CCTNS) project.
  • Common Integrated Police Application (CIPA) project implemented in all over Kerala since 2009 by Police Computer Centre.
  • 62% of police personnel in local police had given basic computer training in the supervision of Police Computer Centre.
