Kerala Police won Chief Minister's Award-2011 for Innovation in Public Policy (Category Public Service Delivery)

Kerala Police Team headed by Sri. P. Chandrasekharan. IPS, ADGP (Administration) and Chief Police Co-ordinator for Sabarimala received Chief Minister's Award for Innovation in Public Policy under Public Service Delivery category for Sabarimala Virtual Queue and Web portal System.

The Government of Kerala, in significant decision, instituted the Chief Minister's Award for Innovation in four categories from 2011 onwards. The four categories are

  1. Public Service Delivery
  2. Personnel Management
  3. Procedural Interventions
  4. Development Interventions

The Institute of Management in Government (IMG), the Apex Training Institute (ATI) of the State has been entrusted by the Government to initiate and finalise steps for making these awards. The objective of these awards are to encourage the incubation and development of innovation that could facilitate fast, effective and cheap public service, improve management of personnel and simplify government procedure.

Awards were finalized by an Eminent Jury headed by Sri. V. Ramachandran IAS (Rtd.) from 32 shortlisted nominations received from Government Departments, PSUs, LSGs & NGOs. Four awards were finalized for the year 2011 under three categories. While evaluating awards the jury evaluated various facets including service delivery orientation, scalability, replicability and smooth integration into the present system, reduction in customer time, customer friendliness and financial gains, among others.

The awards were presented by Sri. Oommen Chandy, Hon'ble Chief Minister of Kerala to Team Leaders of Revenue Department, Police Department , Department of Commercial Taxes and Education Department, Ernakulam District. Sri.P.Chandrasekharan. IPS, ADGP (Administration) and Chief Police Co-ordinator for Sabarimala received awards under Public Service Delivery category. Sabarimala Virtual Queue System and Web portal implemented in the year 2011 enabled the Police Department to win this award. The award carries a citation and a cash prize of Rs.4, 00,000/-. Award distribution ceremony was held at Padmam auditorium of IMG. Dr.Nivedita P Haran IAS, Additional Chief Secretary & Director of IMG delivered the welcome speech. Presidential Address was done by Sri. K. Muraleedharan, Hon'ble Member of Legislative Assembly. Felicitation speeches were delivered by Sri. P. Rajeev Hon'ble Member of Parliament and Sri. D. Chakrapani IAS (Rtd) Director of Centre for Innovations in Public System at Hyderabad. Vote of Thanks by Dr.R Ram Mohan, Associate Professor IMG. Sri.
